I'm new to a consulting firm. When conducting lessons learned, is it appropiate to bill resource time to the client (as part of project). Thank you for your input.

If you share the lessons with your customer to help them become more efficient in the future, I would bill them. If it is purely internal to help your organisation perform better in the future, then I would not. It depends on how granular you are with your billing. I usually bill for project management as an item, which includes all elements of managing the project including lessons learned.
