Programme Management Question

Hi,

I understand the difference between project management and programme management. I've some idea of the difference between a department manager and a programme manager, but in the context of an engineering department, who's main focus in engineering projects? The difference between a programme manager and the department manager seems pretty slight to me.

Can anyone give an explanation of how the differences can be explained?

I am struggling to explain it (or fully understand) the difference to a colleague and would appreciate some help.

The major difference you should know is that Programs are Ongoing while Projects End in a time period. Also, Program Management is Governance Intensive.
