Generally speaking, yes. The reason being that you want to communicate what is included and excluded in the project to all involved (stakeholders and team members). By communicating the projects scope to stakeholders and team members you increase 'buy in' and reduce the risk that requirements are not met.
However, if you are delivering a project for a client from another organisation (i.e. your the supplier), then there might be sensitive information in the scope document which you only want to share with internal team members.
