Where to charge preliminary work?

Good morning,

Typically speaking, if a project is not slated to kick-off until three months down the road, would you charge the time spent doing the preliminary work (creating standard documentation, meetings, etc.) to the project or would that time be recorded in the normal operational bucket? I'm in that situation now and have analysts asking for project tasks to be created to charge their time to, but I feel this "ramp-up" time should fall under their normal operational/production support. Otherwise, there could be many hours charged to a project that hasn't reached the execution phase. Am I thinking correctly?
