I'd say project management is about delivery. Project management is defined by time, cost and quality. A project may be used to increase productivity, but in itself it's not about productivity.

Productivity is derived from the capability given by the project deliverables. Projects produce deliverables and it is they that deliver the business productivity.

No doubt in saying project management increases the productivity. It improves organisational performance to max.
