My preference is for something more simple. I would like to find a tool similar to Evernote, with a RAG status for each note and the ability to assign actions and tasks to the individuals who need to carry them out. That would be most useful to me.

I agree, it is hard to look past a RAG status indicator. That makes it absolutely clear when there are problems and there is very little excuse for not knowing.

It can depend on the field in which you are working. I'm in Information Technology and think it's helpful to have a good level of technical knowledge, but not essential.
