My preference is for something more simple. I would like to find a tool similar to Evernote, with a RAG status for each note and the ability to assign actions and tasks to the individuals who need to carry them out. That would be most useful to me.

I agree, it is hard to look past a RAG status indicator. That makes it absolutely clear when there are problems and there is very little excuse for not knowing.
